1 Preparation of an application for a license for geological prospecting or exploration. The application is reviewed by the Licensing Commission within 30 days (see Appendix No. 1).
2 Obtaining the license and License Agreement No. 1 (for project design).
3 Payment of the bonus (in accordance with Appendix No. 2).
4 Payment of the license retention fee (in accordance with Appendix No. 3).
5 Preparation of the geological prospecting project.
6 Completion of expert reviews of the prospecting project.

21 Preparation of a mineral reserve estimation report.
22 Registration of mineral reserves on the State Balance. Review by the State Commission on Mineral Reserves (GKZ).
23 Obtaining the GKZ protocol.
24 Preparation of the deposit passport.
25 Preparation of an application for transformation of the license for mining development.
26 Obtaining the license and License Agreement No. 1 (for project design).
27 Payment of the bonus (in accordance with Appendix No. 2).
